Advice and Guidance - Using The Statutory Powers

Good practice
We have selected here examples of good practice from various public authorities other than law enforcement agencies:

Local Authorities

  • Policy documentation providing clear guidance on the Regulation of Investigatory Powers Act (RIPA) and the Regulation of Investigatory Powers (Scotland) Act (RIP(S)A) (Fylde Borough Council, Ashford Borough Council, Highland Council, London Borough of Southwark, Norfolk County Council, Dudley Metropolitan Borough, Lincolnshire County Council).
  • Training programme (South Ayrshire, Dudley Metropolitan Borough, Norfolk County Council).
  • Application forms enhanced for training purposes to include helpful advice as to what is required at various points (Macclesfield Borough Council).
  • Systems for regular review of authorisations (Ipswich Borough Council, Mid Suffolk District Council).
  • Central recording of authorisations (Allerdale, Dartford, Dover, St Albans).

Health

  • Clear policy and procedures, particularly forms, giving sound basis for dealing with authorisation of directed surveillance (Newham Healthcare NHS Trust).
